In December 2017, I visited the Temporary Government Building of the Republic of Korea for the first time as president of the Republic of Korea, and promised to “build a temporary government memorial” in a place where the souls and breaths of independence activists are in full standing.

In 2015, president Kim Automatic, the Committee for the Promotion of The Establishment of the Memorial, and President Lee Jong-chan, who first proposed the construction of a memorial hall, and who have been working hard to build it, have made a lot of efforts.

Today marks the 101st anniversary of the establishment of the Provisional Government of the Republic of Korea, and we are thrilled to finally make the groundbreaking ceremony. Thank you for your hard work and to the descendants of the members of the ruling party who have inherited the history and spirit of the provisional government for a century, and to express their deep esteem on behalf of the people.

On April 11, 1919, the Provisional Government of the Republic of Korea established the “Republic of Korea” after half a million years of our nation’s loss of power, and declared that we are the free people of democratic politics of an independent state. In addition to rejecting the rule of the two peoples, it also changed the history of monarchy to the history of national sovereignty and opened up a new history of democratic institutions in the monarchy.

Here at The West Daemun Prison, the “blood of pure men and women” of the March 1 independence movement is infested. The ordinary people who awakened by the 3/1 independence movement became independent activists.

Their souls are standing here. The Provisional Government of The Republic of Korea, which was created by the March 1 independence movement, launched a 27-year independence movement that was unprecedented in world history, and won the liberation and freedom of Gearco, leading to the Republic of Korea of the Democratic Republic of Korea today.

The provisional government walked the path of hardship and adversity, but he was never alone. Blood and sweat were sent to the provisional government, including domestic, Chinese, and Soft-Sea compatriots, as well as compatriots from Hawaii, The United States, and California, as well as sugar cane farms in Mexico and Eneken farms in Cuba.

In 1935, the provisional government, which escaped from Shanghai after japanese surveillance and attacks, arrived in the middle of 1940 through cities such as Hangzhou, Jinjiang, Business, Gwangju, Yuzhou, and Guangzhou. With the aspirations of independence, we were able to survive more than 6,000 kilometres of the long-term campaign. The provisional government declared an all-out war with Japan in 1941, and in 1942, in a coalition within the independence movement, the left and right combined forces established the Liberation Army, which assembled anti-Japanese armed forces, and carried out coalition operations with British forces in Myanmar and India.

In the 1943 Cairo Declaration, the only member of the colonies was guaranteed independence because of the provisional government’s fierce struggle for independence and the intense diplomatic efforts. What is truly great for the Provisional Government of the Republic of Korea is the change of the nation’s history and the development of democratic capabilities in the fight to reclaim the deprived country. With patience, dedication, solidarity, and cooperation, we have firmly established the foundation of the Republic of Korea.

The best adult of the provisional government, Suk-oh, left the motto that “the water droplets falling from the mountain pierce the rocks.” The foundation of the sublime patriotism that did not resist adversity was the faith and love of the courage shown by the ordinary, and the greatness of man who stood up to injustice. I once again pay tribute to the people of the provisional government who have dedicated their lives to the independence of the country for many years.

My fellow citizens, the most important reason we are to build a temporary government memorial in The Republic of Korea is to put the spirit of the provisional government around us as the history of the day. The independence movement of the provisional government did not just stay on the “half-day.” Along with “independence,” it has left a legacy of the great spirit of “humanity”, which contributes to the culture and peace of humanity, “unity and integration”, encompassing “freedom equality” and gender, poverty, region, hierarchy, and ideology, which are the essence of human dignity.

In the “Constitution of the Republic of Korea”, which was read by President Kim Won-woong today, “The Provisional Charter of the Republic of Korea”, and The Granddaughter of President Yoon Ki-seop, Jeong Go-eun, we can feel the spirit of the day.

The Temporary Government Memorial Hall of The Republic of Korea will tell the story of the ordinary people of the land who were the masters of the country, the many ancestors who founded The Republic of Korea. Teachers and students, religious people, police and bureaucrats, doctors and nurses, unnamed bearers and long-time bastards, blind, miners, peasants, masmes, and parasitics will also be engraved as proud protagonists of the independence movement.

And the roots of our military and police will also be left together. Starting with the Army, which started at the Emerging Academy and saw the results of the Liberation Army, the Korean Air Astronaut Training Center established in California, usa, and the Navy, which was founded by the Air Force Design Committee of the General Command of the Liberation Army, and voluntarily assembled by the Air Force, independence activists and family members, and civilian sergeants, we will be proud to recognize that the roots of the “Army of the People” are also in the independence movement and the provisional government.

The “spirit of independence and the measure of the patriotic people”, emphasized by Mr. Baek Bum Kim, the first director of the Interim Government, as the duty of the police, is a source of police spirit that continues to this day. We will take pride in the beginning of the provisional government, which is the roots of the “democratic, human rights, and civil immunity” police. We will forever engrave the National Republic of Korea Temporary Government Memorial, which will be completed in 2021, that the liberation has been made on our own. You will see that the independence movement, not the people, has been the mainstream of our history.

The government will not stop celebrating and announcing the history of the Independence Movement so that the legacy of the March 1 independence movement and the spirit of the provisional government are alive today, and that our future generations will become the standout protagonists of a new history. On March 19, the State Council voted on an amendment to the National Cemetery Act. Hyochang Park intends to designate 12 locations of the National Independence Confucius Joint Cemetery, including the Independence Confucius Cemetery, as well as 45 national cemeteries, including the National Confucius Joint Cemetery, which is saddled with the June 25 war-time military police.

Since last year, we have been promoting the project to create Hyochang Park as an “independent memorial space.” By 2024, it will be transformed into a space where people can honor the life and spirit of independence activists in their daily lives. We will also strengthen the veterans of the national merits. We will increase the number of foster hospitals from 320 last year to 420 this year and expand to 640 by 2022 so that people and families can receive convenient care in close proximity.

Starting with the opening of the Rehabilitation Center at Gwangju Veterans Hospital this year, the expansion of rehabilitation centers at four local veterans hospitals by 2022 will make it easier to establish a medical system that combines care, rehabilitation, and nursing care. In November, the gangwon-kwon nursing home will be completed. Next year, we will make every effort to make sure that the jeonbuk nursing home will open without a hitch.

The veterans and honors of national meritorious people and their families who are committed to “independence, homeland, and democracy” are measured by the value and dignity of the state. The government will do its best to make the state’s children and their families feel proud of themselves in their daily lives.

I feel that the strong spirit of the independence predecessors, who have not been defeated in the face of any hardship, is alive and well in the hearts of our people.

As we faced corona 19 together, we gained a deeper understanding of the world we live in. I’m working on the practice for us, reflecting on how my actions can affect my surroundings. Beyond Corona 19, the social and economic crisis we will face may be even greater.

But no matter what crisis comes, we will overcome it again with the united power of the people.
